Give the user the option tobulk import suggestions based on a csv with pre-defined format and headers. I have 30 suggestions in another app right now, and I can export them. But as I can't import in here, I will have to manually insert them, one-by-one.

Add something like a daily delay and if there are multiple items on that day, combine them into one email at the end of the day. Plus, if there is an important item, user can select to send immediately. Exception: new changelog entry is created in the past date.
